The reasons are as follows: (1) the phenomenon of stealing electricity is prominent. The improvement of line quality provides technical guarantee for reducing line loss, but human factors appear. Before the agricultural transformation, rural residents' users all implemented the "multi household linked meter system". The linked meter is the electricity bill settlement table, and there is a sub table from the linked meter to the user. Under normal circumstances, the sum of the index of the sub table should be equal to the index of the linked table. If the sum of the sub table is less than the index of the joint table, it indicates that there is electricity theft, and users naturally supervise each other to prevent the occurrence of electricity theft. After the rural reconstruction, the system of "one meter for each household" was implemented, and the household meter was the electricity bill settlement table. The users directly faced the power supply station, and there was no mutual supervision between users. On the contrary, the mutual supervision between users changed from the mutual supervision during the joint meter system to the mutual teaching of "secrets" and "skills" of stealing electricity after reading meters to the household. Some users and even several companies joined forces to take turns on duty "anti reconnaissance", monitor the electricians to check electricity, and found that the electricians checked and informed each other, This has greatly increased the difficulty of investigation, especially in busy farming or drought resistant seasons. (2) The phenomenon of black households still exists. After the implementation of "one meter for each household" and "meter reading to each household", the workload of rural electricians has doubled compared with the previous years, and the management difficulty has greatly increased. A small number of "nail households", "difficult households" and "powerful households" who use electricity have lost their power privileges in the past. They are mentally unbalanced, deliberately looking for problems for rural electricians, do not cooperate with their work, and set up work barriers to achieve the purpose of not paying for electricity. Some rural electricians have insufficient work experience, and have to be aggrieved and perfected in the face of such phenomena, Don't copy their electricity meters. There are also very few agricultural electricians who have low quality and artificially leave "personal telegrams" for acquaintances. There are 221 households with electricity in a village in our city. In 2000, there were only about 180 households with meter reading rate accounting for only 81.5%, and the low-voltage line loss rate was as high as 30%. After investigation, it was found that, except that some users' families went out to work and suspended the use of electricity, black households accounted for a considerable proportion. Black households are generally large consumers of electricity, which has a great impact on line loss. (3) The rural reconstruction is not complete, and the user's electricity meter is inaccurate. During the agricultural transformation, due to the lack of funds for agricultural transformation, it was unable to bear the cost of replacing meters with new materials due to the low pressure loss in the valve of China's first aviation aluminum alloy that was granted a wide range of international invention patents, and the insufficient understanding of users on replacing new meters, it was unwilling to replace meters. Before 2000, most of the electricity meters used by residents in our city were dd14, dd17 and dd28 meters that were eliminated according to the state's written regulations in 1988. Dd282 meters were less than 5%. These meters were all overdue. Some of them had a service life of 30 years. The negative error values of more than 30% of the meters tested by the meter calibration ranged from 15% to 30%, which seriously affected the accuracy of the settlement table and caused the increase of line loss. Based on the above analysis of the reasons for the high line loss rate, our bureau has taken the following measures: (1) strengthen publicity, strive for the support and cooperation of the public security department, and severely crack down on electricity theft. Make use of various publicity media to vigorously publicize that electricity is a commodity and stealing electricity is a criminal act of stealing state property. Clarify the wrong understanding of a very small number of people that stealing electricity is not stealing. At the same time, take the initiative to contact the public security organs to win their support for power enterprises, jointly investigate and deal with electricity theft, and severely crack down on the identified electricity thieves. Never be soft hearted and severely crack down on the arrogance of electricity thieves. (2) Increase investment in modern management equipment and implement computerized management. Computerized management is an effective means of current power consumption management. A microcomputer file shall be established for users. The actual number of power users in each station area and relevant data must be accurately stored in the microcomputer. The microcomputer shall uniformly issue the electricity bill, and assess the reading rate on a monthly basis. Users who work in other places all the year round and do not use electricity for the time being shall be promptly cancelled from the microcomputer, and the electricity shall be connected and transmitted at any time when using electricity. At the same time, the "three openness" shall be achieved to increase the transparency of electricity payment, Make every user under the supervision of the masses. (3) Strengthen the education of agricultural electricians and continuously improve the quality of workers. Strengthen the professional ethics education of employees, so that each employee can develop a positive, down-to-earth and realistic work style, and stop unhealthy tendencies and build a healthy atmosphere. At the same time, the management measures of separation of reading, checking and receiving shall be taken or the power supply station shall set up a full-time inspection team. After the pipeline electrician reads the meter, the inspection team shall check the number of users and the meter index one by one, and the problems found shall be dealt with seriously, the artificial loopholes shall be blocked, and the human electricity and black electricity users shall be eliminated. (4) Strengthen line loss assessment. Practical assessment methods for line loss management shall be formulated and strictly implemented. The line loss in each electrician's management area shall be directly linked to the salary and bonus, and the rewards and punishments shall be paid in a timely manner on a monthly basis. (5) Accelerate the replacement of old meters to ensure the accuracy of meters. The power supply bureau can appropriately allocate some funds to help users replace and eliminate old meters, speed up the replacement of old meters, and ensure that the accuracy of users' meters is within the standard range.
